Study permit online application November 18, no updates !

I applied online on November 18. No updates other than medical passed. Anyone with same timeline please share?

Tried calling cic, they told to contact embassy in New Delhi or Bangalore. How to contact these embassies?

Is this delay a sign that there are high chances of rejection?
