Can you get your study permit expiry date to be 90 days after your anticipated completion date?
I've read that your study permit expires 90 days after the completion date, but I would like to know if it's possible to make this date "official" so that a spouse work permit is also issued with expiry date equal to 90 days after.

No it wont. You have to apply for PGWP after your study permit is over. Also processing time for PGWP is 100 days almost.
Once you make an application, you can continue working till a decision is received. Same applies to your spouse.
