You sent your application outside of Canada to the visa office responsible for your home country - correct? Assuming so, those are the processing times you should expect.

The vast majority of people cannot apply for a study permit from within Canada if they hold a tourist visa - meaning that they cannot send their application to an office in Canada. In most cases, the application must be sent to the visa office resposible for your home country.
