My Study permit is refused due to " 41(a) of the IRPA: through an act or omission which contravenes, directly or indirectly, a provision of this Act " as per the refusal letter.

Ordered for the GCMS notes.

I see that OTHER REGS status as Failed
A39-A41
Type: Non Compliance
Status: Failed

Biometric - FCC
Status: Cancelled

Under NOTES, I see the below:
Text: OFFICER REVIEW: Biometrics was requested and the due date has now passed. Application refused based on non-compliance.

Can someone help me to under this Other Requirement/Biometrics that failed my application.

It looks like you were supposed to provide your biometrics by a given date and you didn't.

From the day they request for biometrics, you have 30 days to submit them. Did you do that?

I got admission at University of windsor .
I have applied on 28th of march,

What should I Do??
As I have already submitted offer letter in which they already mentioned that
This is your official, final letter of acceptance. Please present this letter to apply for your study permit. This letter has been issued electronically.

It looks like you were supposed to provide your biometrics by a given date and you didn't.

I had submitted the Biometrics within a weeks times. Crosschecked from the agency too to know whether my biometrics is submitted to High commission.

I am not sure on Other Requirements as per the GCMS notes for refusal....

It's possible that your agent did not prepare your file properly.

The reason why your application was refused was because you did not submit biometrics. Did you have them taken at a Visa Application Centre? Do you have any confirmation of receipt? CIC sends a "biometrics acknowledgement letter." It sounds like whomever took your biometrics did not submit them to CIC.

Yes, I had submitted the biometrics at VAC in Bengaluru. Got the acknowledgement receipt too. Not sure why they didn't submit to CIC & now my application is rejected.

So I can write to VAC asking for confirmation of their submission of my biometrics to CIC & do I still have chance to reapply for Study permit ???

Send a webform and email your local visa office with the proof that you had done the biometrics, they should be able to reopen your application.

Ok Bro.
its seem's like something made a huge mistake either on VFS or Visa office so your best bet to send email to the visa office and let them you have the receipt and you have done bio matric in VFS and it's not your fault totally. you need to write a strong email with stating that you submitted biometric attached receipt to Delhi High commission and delhiimmigration@international.gc.ca and I am living in Canada since 2010 on PR status and giving you Ottawa email id you can write them too same thing at CPC-CTD-Ottawa@cic.gc.ca. and It's a huge mistake they have to give you a visa for sure.
