study permit from INSIDE Canada?

I am currently working full time in Canada and my PR application is in process. I applied to extend my work permit in June 2019. I have done some research about the dual intent rule ( having both Study permit and open work permit at the same time.
1. Am I allowed to apply for a study permit from INSIDE Canada?
2. will my status be affected by the new study permit?

Plz help me to clarify if you have experienced this before.
