Study permit for dependent spouse

Hi All,
I am in canada on a work permit.My wife is here on dependent visa. can she apply for Study permit and do a 2 years management course in canada?
She got her ielts score and all but I am not sure as a dependent visa holder if she can apply for a student visa with in canada.
please advice.
