Study permit for computer science course rejection

Hello,

I had applied for Computer Systems Technology Diploma course provided by British Columbia Institute of Technology Jan 2017 intake . I have been rejected by CIC with following reason.
Your proposed studies are not reasonable in light of one or more of the following : your qualifications, previous studies, employment, level of establishment, language abilities, or your future prospects and plans.

I have not yet applied for the detailed reason CAIPS yet.

Here is my profile snapshot

Xth 90.2% CBSE India(2003)
XIIth 90.8% CBSE India(2005)
BTech In Applied Electronics And Instrumentation 6.69 CGPA(2005-2009)
Work experience in 2 IT companies for total of 7 years with no gap(2009-present)
IELTS 7.5 with LRWS 8,9,6 and 7.5


I applied with following documentation
Educational documents
Employment documents and tax returns
Pre medical form
GIC of 10000 CAD
Fee of first year paid 18103 CAD
Parents bank statements fixed deposits and land evaluation documents which amount to well over and above the 2 year course requirement


I wanted to pursue formal education in computer science fields. I cannot apply for masters in computer science because of my different graduate background and also my BTech performance. Hence I decided to take the diploma course option so that I can fulfill the prerequisites for a future masters course through this . My SOP clearly stated the reason I want to computer science course and how it will benefit my career. But still I got rejected. Is the rejection because I'm already a graduate and should not take a diploma. I'm currently considering applying for "Second degree in Computer Science" (2 year bachelors science course for people holding a bachelors in science in another stream already) with Simon Fraser University and also in University of British Columbia. Kindly guide me on what kind of course credentials I should take which CIC considers as an upgrade to my profile.
