Study permit for college

Hello
One of my friends has accepted to George brown college (for the Fall semester 2020)and she wants to apply for her study permit. She is also married. According to current situation, does she have a chance to get a visa? And can her husband apply for open work permit visa? As she has accepted to a college. Also her IELTS score is 5.5
