I had applied for the Jan 2021 intake but got it deferred to the sept 2021 intake , I had uploaded the new LOA through a webform but still got the visa with according to the old LOA duration, what I can do rectify this? should I make it change before going to Canada or apply for the extension after reaching to Canada?

if you have LOA from the same DLI, you can have them both when entering Canada and explain that situation if you have to, to the Boarder officer and hope they can issue you with the Study Permit as per the duration of the new LOA....
Is it possible that the border officer can Issue a new permit at the spot in any circumstances? many people have suggest me this though
Very possible, you have genuine reason that is out of your control and study permits are issued at POE if applicant was out of canada
