I’ll arrive Canada in Aug and start school in Sept, but I have to return home for my sister’s wedding in Dec, will I be allowed to leave Canada for just a few days for special reason? Do I need to inform IRCC?

Assuming you have or will have a multi entry TRV or a visa exempt passport then sure assuming the COVID restrictions are no longer in place, that is non essential travel, quarantine , then you could make such a trip.

No requirement to inform IRCC.

Of course everything depends on whether COVID has either been resolved or comes back again neither scenario are predictable so all you can do is make a plan and hope for the best.

December is usually exam time so leaving for a wedding may not be possible. It would not be a valid reason to miss an exam.

do I need to apply TRV if I already have eTA, study permit and visa exempt passport?
