Study Permit as a Foreign Student while PR is in Process

Hi Everyone,
I would appreciate if someone could answer my question. I have applied fr my PR Visa (Permanent Resident ) for me and my family which will materialize by 2014 hopefully. My son wants to apply for a Study Permit as an International Student in case our PR doesn't come by Sept, 2014. The deadline for applying for the Fall session is Jan, 2014.

My question is that can he apply as an International Student for the Study Permit while a PR application is in process. Is there any restriction on the OUAC website ( for Ontario Universities )which FORBIDS application as a Foreign Student if your Permanent Residency application for Canada is in process. Or do any of you have any idea whether universities in Canada will let people allow to apply as a foreign student when there PR application is in process. I mean to say is there any clause or condition which says that If yr PR is in process you Cannot apply as a foreign student.

Yes, he certainly can apply. I got my study visa with PR application in progress.
Even my daughter got her study visa with being a dependent in the PR application.
If the application is prepared properly according to the CIC's requirements and also
the required funds are shown, there is no reason for its rejection. On the other hand,
a rejected study visa will not impact the PR process either.
A good program in a good university most certainly takes the application through.
They are looking for genuine students with good educational background, not someone
who is merely trying to enter on that pretext.
