Study permit approval chances

Hi,
Last week my brother (PAKISTAN) got admitted into Toronto Metropolitan University for computer science, considering the current policies and immigration situation, how likely is it for him to get a study permit approved? Since he will be starting university in January.

Last week my brother (PAKISTAN) got admitted into Toronto Metropolitan University for computer science, considering the current policies and immigration situation, how likely is it for him to get a study permit approved? Since he will be starting university in January.

He is going to a public DLI so he has a chance if he has PAL, justifies costs, has the funds, and shows career opportunities when he returns to Pakistan. International students should no longer focus on PR because it may not be possible. So focus on value of studying in Canada and opportunities on return. IT sector has so many unemployed, even those with Masters. May not get decision in time.
