Study Permit along with Spouse's Open Work Permit

Dear seniors and friends.

Please check out my application and give either an expected processing time or any advice.

I have submitted my study permit along with my wife's open work permit application on 2, Nov. 2014. Both applications were updated for Confirmation of Online Application Transmission on the same day. My wife's medical exam result has been updated as "pass" on 11, Nov. and my medical result has been "pass"ed on 20, Nov. In fact, my application had gone though 2 times of status updates before medical exam's pass decision according to notification messages. I suppose it is because my DMP noted that I have inactive tubercles which were seen as same on 3-year-ago chest x-ray picture.

Letter of acceptance is from Mcgill University in Quebec province, accordingly submitted CAQ of course. Processing time of designated visa office in Manila is 15 days nowadays. I have stayed in Vietnam for about 11 months but not consecutively, coming back home Korea which is my country in every 3 months.

Here's my questions to you guys.
1. Is CIC going to require me police certificate in Vietnam?
2. Is CIC going to require me sputum test though they approved my medical result?
3. When the final decisions of both applications be made?
4. Compared to cases in Manila visa office, my application is being delayed currently. Is it due to my inactive tubercles or my wife's open work permit application or other reasons?

Additional question: I didn't mention that I will come back to my country after finishing my degree in Letter of Explanation. Is that a reason for refusal of study permit in any chance?
