Study Permit, 60 Days; No Decision

Hello, beloved fellow students and respected seniors,

I have applied for a study permit in Canada on the 1st of September 2020. I have passed medical (Upfront) on the 24th of September 2020. Since then, I have not got a single update. I cannot do my biometric because VFS Bangladesh is closed (I applied from Bangladesh). It has been around 60 days, and I do not know what is going on with my application.
I emailed my concern via a webform, and the reply was nothing in particular. But recently I emailed the High Commission of Canada in Singapore, and got this reply;


"Thank you for your enquiry to the Migration Section of the High Commission of Canada in Singapore.

As previously stated, based on the preliminary eligibility assessment, your application has advanced to the next stage of processing. Additional information and documentation may be required in order to continue processing your application. If we previously requested that you complete biometrics and/or a medical examination and submit a police certificate, please do so as soon as you are able to. If you have not received a request from us for additional information or documents, please await further instructions.

Once we have received all requested information and documents, we will complete our assessment of your application and we will inform you of the final decision (approved or refused) made on your application, closer to your course start date."




I asked them what is the next process and let them know why I am unable to provide biometrics, but they don't seem to come up with something constructive.

I am anxious about this. If they reject me, then it can be sooner so that I can plan further with something else. Now I am stuck.


Is there anyone out there facing the same problem, or it's just me alone? Also, can anyone please explain to me with experience what this email means? Your help is appreciated.

From the IRCC website:

Processing times will vary based on:
  • the type of application submitted
  • if the application is complete
  • how quickly we expect to process applications we’ve already received
  • how easily we can verify your information
  • how long you take to respond to any requests or concerns
  • other factors

You passed the 1sf stage and that is a good thing. I would advise that you wait for further instructions, it is not advisable to keep sending them messages. Is your DLI on the list of approved universities (COVID-19 readiness plan)?

Yes, my DLI on the list of approved COVID-19 readiness plan. But does this reply indicates I have passed the first stage? So far I know 2 stage thing is gone and not applicable anymore. And if I had passed the first stage in any way they would defiantly email me informing the news.
One of my friends got a mail from CIC that he passed first-stage eligibility assessment a few days ago. It was very direct.

You wont get updates until you do biometrics.
I have applied in March 5 full application medical passed is sept 12, got AIP in aug 14 and no updates NON-SDS.

That I can understand but at least letting me know about the 1st stage approval will help me starting online classes, you know what I mean

At first, I thought that I got approval, but CIC directly mails applicants who got the 1st stage approval to let them know about the news. ( Their mail got a new version after Oct 20)

The next stage can also mean a police certificate, biometrics, and medical documents which they are in the process of checking.

To be honest, I am very confused now. I don't know what to believe anymore.

What is the current status of your application in gc key account? Did you receive AIP?

We submitted my brother's application on Aug 28th, but he has already done the biometric a week after as VFS China is opened. I saw a post sharing a timeline for student visa, and it took him 10 weeks in total from the date to submit till passport request. I also saw some other post were saying if your school was on the DLI list, they would either issue you a visa or refusal directly, and not dividing into 2 stages. From the email you got, I guess they just want you to wait for further notice.

For me, they completed my background check as soon as I gave them my biometrics. My eligibility check finished only once they stamped a counterfoil in my passport. You application is frozen until you would give them biometrics. Did you think of traveling some place else for biometrics?

I am hoping VFS Bangladesh will open soon and I clear my biometrics. But if that not the case I am in deep ****.
I do not have any plans to travel to some other place. But there is also a problem, If I fail to let my University show /provide my visa rejection letter by the 1st of December 2020, they will not return my 50% deposited tuition fees which are around $4000 (USD). I am very worried about it. They take the time it's okay but I will also lose money if they take a long time to reject me.

I don't know what to do now.

I do not have any plans to travel to some other place. But there is also a problem, If I fail to let my University show /provide my visa rejection letter by the 1st of December 2020, they will not return my 50% deposited tuition fees which are around $4000 (USD). Then travel someplace else for biometrics if VAC would be closed for November. Even when you sign up for biometrics as soon as it opens, there would be:
1) long waiting time to go to your appointment
2) even when you give biometrics, it would take some time to register it in the system
3) they will not give you final decision right after you submit your bio
What is the most accessible VAC for you? If I were you, I would be planning my trip in such case

In addition, if your VAC has a system to submit passports, then you would win some time while others would be waiting in line to give biometrics, giving you the advantage of getting processed first. There would be even a larger line for processing once the DLI approval list gets larger
