Go through these links before moving to Quebec just for PR sake. Quebec might move to some system like Express Entry next year and PR through Quebec might no longer be as easy as it used to be.

Even if Express Entry system comes, your brother may qualify if he has IELTS and French B2 in place. Also there will be a window
for Quebec EE just like it was for the rest. So I would advise Quebec still a better option than other provinces.

As of now there are no changes and when that comes then it won't mean that nobody qualifies for PR. Also I went through
some threads posted by Appo above (thanks to him for that), they are about federal skilled worker and not
for student for which there's PEQ class in place which may not be changed as the provision is for only skilled worker
through EE.

For PEQ Please go through below link :

good luck.

Anyone know how grad and undergrad certificates are considered for Quebec study? No sense in completing one of these programs, only to find out that it doesn't make me eligible to be on the path to PR afterwards.

Only the DEC and DEP diplomas taken at cegep's in quebec are eligible diplomas under PEQ graduate student stream.

No other graduate/under-grad diploma is eligible.

The only other option is fully fledged bachelor's or master's or doctoral degree.

Here is all the info you need:
