Study gap of 9 years after high school

This is for my brother.

• He a 9 year long gap in education since high school.
• He finished high school on May 2011 with great grades (92%)
• After high school he skipped college and started studying for Chartered Accountancy program. Unfortunately he could able to continue studying the program.
• He have been working as Assistant Accountant for multiple firms since 2015.

my question is can he apply for a Diploma in Accounting program in a college in Canada and get a successful study VISA?

Have anyone done it with such long gaps?
