Okay my situation is very complicated. I have been in Canada since grade 12 on a student visa, i have had no problems renewing them till last year when a representative offered to help.
He works for my school so i agreed, he did not want to submit it because my tuition was not paid in full ( which was in the summer btw). Anyways i went up to the dean and she signed off for him to allow me apply for a renewal since he told me to come back to school to study.
To cut the long story short, he was so supposed to apply in November which was the last month for the restoration date ( bear in mind that i started applying in May last year but he refused to give me my letter of permission. The dean had to help). I gave him all my information and he applied in the office so i thought.
Apparently he did not apply in the office he waited till december to send it! i had the "reference number" and everything and i kept calling CIC for confirmation and they told me they had not received anything.
Fast forward to January 16th ( i had to stop school and work) that was when CIC received which was obviously way off my restoration date so it was refused based on late application.
This same representative actually changed by address to an address way off mine on the stance that someone told him i moved, he has still not told me who till today and he does not even know where the letter is.
This is a very annoying situation because i am actually going into my last year in september and found out that it was refused on April 6th when i called in on May 2nd to ask what in the world was happening , since he changed my address i did not receive a letter. They actually sent him an email about the refusal but he did not message me to alert me about it, he apologised smh.
I called CIC and they are aware of the situation but i would love to know if there was a way i could report the representative or take this matter to the federal court? Is it worth it and has anyone ever done this?
Also,i am getting ready to go home and i have all my documents here so does anyone know how long it takes to re apply for a study permit from Nigeria?

Note: I asked him why he waited till late december to send it and he told me that he had to wait for my transcripts,this guy was the one that told me he could not get my transcripts till my tuition was paid in May. When i paid my tuition from last year in september the new tuition was due by then and that was not paid till january so how did he get my official transcripts with an unpaid tuition?
So many questions that he has refused to answer and i don't have time so please help me guys
