I read at many places that we can only work for 20/hrs while studying. Also heard that can work full time if we are not taking full load course for a particular semster. Anyone has any more clarifocation on this. How do cic track our working hours

Rules are clear 20 hours per week when studying, unlimited hours a week when not studying for example during a recess. Whether there is a full load or not is irrelevant. If you want to take a risk on any future PR application by working longer hours that is a personal decision should you later be asked to provide details of work during study. Just remember CIC have seen many people over the years try all sorts of different approaches to circumvent the rules.

What you heard is wrong.

You should be aware that if you drop down to a part time course load at any time apart from your very last semester, you most likely won't qualify for a PGWP. And no - you cannot work full time just because you drop down to a part time course load - you are still limited to 20 hours per week.
