Student: when does my one-year skilled work experience start to count?

See my case, and please clarify

Finish classes (two-year program): April 2012
Start working full-time (skilled position, off-campus work permit holder): April 2012
Notice of graduation (official transcrips posted): May 2012
Ceremony (diploma received in public act): July 2012
PGWP application: July 2012
PGWP issued (received): August 2012
(PGWP stands for Post-graduation Work Permit)

My understanding is my one-year skilled work experience start to count in May 2012, because I was officially graduated and had a valid permit to work full-time at that moment.
Is this correct?

Nope. Lots of people have gotten rejected for this reason. The date CIC starts counting your work experience is the day you receive your diploma, so July 2012 in your case.

i was told it was one of "the day you got your diploma" or "the day you received your PGWP" but whichever happened later.
so in your case, it would be august. please correct me if im wrong.

It has never been clear if CIC would accept work experience that was after graduation, but before you received the PGWP. The safest bet is to assume that the date of issue of your PGWP would mark the beginning of one year (assuming you have been working full-time since then.)

The date in my diploma is June 2012. I think this all affect students in Canada. Many of them can get rejected simply because they apply prior to a date that is not clearly specified.

If you are graduated, and has a valid work permit, why your work experience does not count until you receive your PGWP?

The application processing time for PGWP last year was almost two months, so... in my case, I had four months working full-time by the moment I got my PGWP, and my experience was accumulated after meeting the requirements for graduation; that is my point.
