Hello, I am suspended from my university, but I want to continue study in Canada and my student visa is expired. If I got accepted by another college, is CIC going to extend my visa by any chance?

You can not get an extension after expiry.
You can apply for restoration either to student or visitor status within 90 days of expiry, if it is after 90 days I don't think anything can be done and you must leave and apply again.

-Study permit: the document that allows you to stay and study here. you cant apply after it's expired. But if you're applying for another college then you should renew your study permit when you get accepted and enroll for courses.
-Visa: only needed if you're traveling outside of Canada and get back in. You can apply after it's expired. Your visa expiry date depends on your study permit expiry date.
-You'll need to apply to renew/extend your study permit 1st before you extend your visa.
