And over 65% in ANM recently done.

Can I apply Canada student visa ?
Health care diploma?

Yes, you can apply.
But, you should not apply.
The applications that were sent to embassy (for sept 2017 intake) with 5.5 bands, got refusal.(almost all)
Personally, I suggest you to retake IELTS.

Ok first of all Your ielts score is not good.

second you shouldn't book your ielts this soon considering your previous score. How much are you gonna improve?!

i suggest you take 2-3 or even more months training and then take ielts test.

Dont aim for 6 aim for 7 and that too with none module having less than 6.5 band.

Then apply under SPP.

yeah, these scored wont work. Atleast need 6 in each.
