I am wondering if i could apply for a student visa to attend and complete high school, since i was in Canada and completed up to grade 11. And what will be the fees to study at high school for a year?
Sure - you can apply for a study permit. However I don't think there is any chance it's going to be approved given your family are failed refugee claimants. Expect the fee to be in the neighbourhood of $15K. You'll also have to show an additional bank balance of $10K to cover your living expenses.
