Student Visa Refused under spp

Applied for Practical Elements of Mechanical Engineering (Fanshawe College)
Applied date - 04-04-17
Refused Date - 27-04-17

I know that i applied after 1 April and as per guidelines i had to apply before this date, this might be the primary reason of rejection. But I am also concerned about my IELTS bands. Is it ok to re-apply with this bands or should i take retest? And what factors should i considered again while reapplying? My agent suggest me to apply for CAIPS report. Will it be helpful or should i go for reapply soon without wasting time Suggestions from members are welcome. Thanks in advance.

What was the reason for rejection ?
If it was "others" then the best option is to apply for CAIPS notes, they can help you better understand why the visa was rejected. It would be pointless to apply without having proper knowledge of why it got rejected in the first place.

ur IELTS is OK
no need to re-appear in IELTS
