Sorry to hear about your rejection. From what I've observed in various forums is that CHC rejects Visa primarily on three major reasons:
1. Insufficient funds/not very strong financial condition
2. Lack of hometies (people do not have any reason to return back to their country
3. Mismatch of study (you already have a higher degree but going for a lower diploma of the same field)
Your rejection seems to be point#3. You have a Master degree in communication but are planning to do a diploma in Marketing and Multimedia diploma.
Not only that, I checked the course eligibility (http://www.cbstraining.com/courses/ViewCourse.aspx?CourseID=6&CourseType=V&Faculty=B) and people after 12th grade can apply.
Think from a VO point of view, a applicant who has a Masters degree is applying for a undergraduate diploma program, and too that to a relatively small college. The dots do not connect.
I do understand that you are planning to have a specialization in multimedia and marketing and this course interest you. However, the Visa office may have rejected you on the basis that your master degree had more content than the diploma you are planning to undertake.
I also understand that for specialized courses, very few colleges offer a course and you might have very less choices.
Canadian Business College is not in the SPP list (http://www.canadainternational.gc.ca/india-inde/visas/StudentPartnersProgram_ProgrammePartenairesEtudiants-Nov09.aspx). As far as I know more than 95% of students visit colleges within SPP.
VO become extra careful when somebody moves to a college not in SPP. University visa are easy though.
You have two choices:
1. If you are very confident of your choice, and that the CBS course will be add on to your skills then reapply with traditional documents say a Strong and rewritten SOP, any course you can do or might have done in India for marketing or digital media etc.
2. Choose a similar program in a SPP college or a University. Choose a program at a post graduate level or a master degree and apply again.
