Student Visa Processing Time

Hi,
I have a friend who from Japan and currently in Canada.
She is considering to apply for student visa.
Could you please let me know how long would it take on average ?

She cannot send her application to a visa office in Canada. She either needs to apply through a visa office in the US or through the visa office responsible for her home country. Processing can take anywhere from a few days to a few months.

Also her working holiday Visa is expiring in the middle of next month. In case if she doesn't get the decision by that time, is she able to remain under "implied status" until the decision is made ? or can she restore her status once the decision is made ?

If not, it's mandatory for her to leave before her working holiday visa is expired ?

She won't have implied status. If she wants to remain in Canada she will need to apply to change her status to visitor before her IEC expires.
