Student visa or work visa?

Hi,
I'm an Indian student and have been selected for an internship by the Perimeter Institute for Theoretical Physics. I submitted the documents that were required for a student visa and I've been rejected. They tell me this is because I'm offered a stipend to cover my local expenses and that I need to apply for a work visa. They have also asked for an LMO. A friend of mine doing a paid intern in the University of Waterloo also applied for a work visa and did not need an LMO. Is this LMO required? Is there anything else I need to do?

You have to provide LMO now, as you were asked to provide it.
