Could you please tell me am I able to apply federal skill immirgation

I did tow years diploma in chef course
I have two years experience in chef
I have 6 in ielts
I am 29 years old

Am I able to apply pr from out side canada

Or it would be good idea to try student visa
Pls pls pls help me

I think you should take all your chances apply for student visa and you will have result in 3 months and for Immigration thing you have to wait since there are so many thing still to be announced.
