I am applying for Canada student visa from India under SDS category. My visa was refused 3 times. Is there something I am missing?
My details:
Course: Project Management
College: Conestoga College
Intake: Sep 2023
IELTS: 7.5 Band (Speaking: 7; Listening: 7.5; Reading: 8.5; Writing: 6.5)
Age: 29 years – Unmarried
Work Experience 6 years (Aug-2016 till date)
I have been accepted to Conestoga College for project management course for Sep 2023 and submitted my visa file but all led to refusal.

On ordering the GCMS Notes below were the officers comments:
“Text: I have reviewed the application.
I have considered the following factors in my decision.
Client is requesting a SP to attend a Post- Graduate in Project Management at Conestoga College
Client submitted a Bachelor in Mass Media from University of Mumbai in 2014
Given the applicant's education and employment history , I am not satisfied the motivation to pursue
this particular program at this point in time in Canada, is reasonable. Client submitted transcripts in
order to substantiate academic proficiency. Transcripts indicate poor academic record in areas of
study that would form core of future studies. Applicant did not provide any explanation for such low
marks. I am not satisfied client demonstrates the academic proficiency necessary to complete
studies in Canada.
Weighing the factors in this application. I am not satisfied that the applicant will depart Canada at the
end of the period authorized for their stay.
For the reasons above, I have refused this application.”

Client is applying for a study permit to obtain a Post Graduate Certificate in Project Management .
Client already has a Bachelors in Mass Media. Considering applicant's extensive education, it is not
evident why the applicant would study this program at such great expense considering applicant
already possesses a higher level of qualification in addition to an extensive career history.
Chosen program and course content at the college level at such expense appears illogical and
redundant in light of the client's reported education and employment history. The proposed program
does not adequately demonstrate a logical progression of studies, hence I am not satisfied that
applicant would not have already achieved the benefits of this program.
Therefore, I am not satisfied the study plan provided explains how such a program would be
beneficial to their career.

Is it necessary to include the house title deed/sale agreement (the whole approx. 35 page document)? Because I have not uploaded it in any previous application as I was instructed that by my agency. But I have attached CA Net-worth Certificate.
Any advice would be of great help.
