hi experts,

I have few questions related to dual intent of student visa + PR application

1.) Received an admission letter from a university in Canada(Quebec, Montreal) for post graduation in Engineering (computer science). Supposed to join the college by January 5th 2015.
2.) Planning to courier the PR application (NOC 2174) by first week of September 2014 to CIC.
3.) Will be applying for a student visa in the following months before December 2014 and all dependent visa (spouse and two children)
4.) If study visa is approved, most likely will join the college by January 2015.

Please let me know whether I am eligible to apply for PR, while i have student visa.
I believe at present I am eligible, because I don't have any visa now.

But after I apply to CIC, most likely the verification process on my PR application will happen after Dec 2014 or Jan 2015. I would like to whether CIC will reject my PR on grounds that I have a student visa in my passport or I might have already landed in Canada with student visa.

I did checked the http://www.cic.gc.ca/english/study/institutions/intent.asp website, but somehow unclear about my case.

It's too late to apply for PR under FSW under NOC 2174 (unless you also have a job offer in Canada). CIC is only accepting 1,000 applications under this NOC. Over 400 have already been accepted for this NOC and this only reflects applications received until May 15th. This means that only people who submitted their applications by the end of May or very early June will be accepted under this NOC. All other applications (including yours if you send it in September) will be returned unprocessed due to the cap being reached.
