Student Visa & dependent

Hello Friends

I want some information for Student visa for my son & dependent for his wife. The details are as below

Education - Diploma in Comp. Engg. (after 10th)
Age - 24
Nationality - Indian
Present Resides at - Uganda Africa

I want to send him with his wife kindly give the details

1. Can I get his study permit & dependent for his wife
2. Can I apply from Uganda (They are on Visitor Visa)
3. How long it take to process

If any other information or other way to get the visa then please inform.

It will probably be difficult from Uganda. To be approved for the study visa and also for the dependent to get a visitors visa they will both have to prove they have strong ties to their home country and have no plans on remaining in Canada long term. This becomes difficult to prove if you are applying from outside of your home country (from a country where you are only a visitor). What proof can they show to demonstrate that they have strong ties to their home country?
