I am a U.S Citizen and will be attending College in Toronto. I understand that under Section 214 I dont need to apply for a Visa beforehand (Becuase I am a U.S Citizen) and I can just apply at the border. Can someone explain as to how this works and that I am correct?

Also I will be arriving at YTZ (Billy Bishop ) Airport from the States , I assume they can process a student visa the same way YYZ (Pearson) Could.

Thanks

Yes, you can apply for your study permit when you enter Canada at YTZ.

You basically just get all your documents together as if you were submitting a paper app. When you reach immigration, you provide your documents to the border officer and request your study permit.

Thanks! Can I ask what specific documents to prepare? I have an official Acceptance letter so what document should I fill out beforehand?

I'm not 100% sure what you need when applying at the border, sorry. At the very least, you'll need your acceptance letter, proof of funds and your passport. Best way to find out exactly what is needed is to give CBSA a call.

use the same application process..just take all the forms per the checklist to the border crossing
