Student Visa Application/IRCC Portal

My student visa application was rejected because I was lacking police clearance. However, I did not receive any notice that I needed additional documents. I applied using the IRCC portal. And also, on the Background check section of the application it stated that my background check was still ongoing however when I received their decision on July 16... it suddenly changed to completed on May 11. Is it possible that my IRCC portal isn't receiving messages on time? do I need to update anything on my account?

While applying through IRCC portal where to upload police clearance, the section of police clearance certificate is not available.

that was my first application.. I added it on my second one which is still processing

Why did they reject your application because of PCC? Have you been in another country for longer time? Which country do you belong?

I wasn't able to add my police clearance on my first application... that's why they rejected it. However, I'm just wondering why there was no notice that they needed additional documents. Because I have been watching my application through the IRCC portal and it states there that they do not need additional documents and just suddenly gave me a rejection note.
