Student Visa and Post Graduate Work Permit

Hello,

My brother-in-law (lives outside of Canada) has applied at different colleges here in Greater Toronto Area. He has been accepted at a college here for a one year program in Project Management. My wife will be sponsoring his education... (We live in Toronto)

My questions are: is one year program long enough in the eyes of CIC to merit issuing a student visa to him? Will he be able to apply for work permit post-graduation? Besides personal bank statement, does my wife need to submit any other document?

A one year program is not an issue but difficult to say whether he would get a study permit without any background on his qualifications and any work experience if any. Project management is a fairly generic subject anyway. As for a PGWP then a one year course usually gets a one year PGWP.
