Student permit while PR and Work Permit Being Processed

Is it possible I can actually apply for student permit for Jan 2016 while my PR application and work permit is being processed.

Please advise

Are you here on work permit? I believe as long as you can obtain an acceptance letter from a college in Canada, you can apply for Study Permit.

Yes i was on PGWP..
Currently i am on implied status.
I have an offer letter too

Not to hijack the thread, but what if you currently live outside Canada, but are in the EE pool (no ITA yet). Can you apply for a student visa after getting an admission from a Canadian university, or will be rejected by the visa office as you can't prove that you don't plan to immigrate and will return to your current country of residence?

You have to wait for a decision for which you are on implied status and then you can try next option , you will still have 90 days to apply for restoration.

Exactly on you study permit application, you have to prove that you intend to return back to your country after your studies... but since you havent gotten ITA or applied for PR, you can apply for your study visa! but once your study visa is in process, DO NOT Apply for PR until your study visa is approved... Goodluck!
