Student Direct Stream- Query regarding application

Hello Everyone,
I am applying study visa for my brother through Student Direct Stream. While applying it also shows that we can apply for family member along with primary applicant. Can I apply for my brother's wife Work permit and his daughter's study permit along with primary applicant? Or do we need to wait for my brother to get his study permit first and then apply for his wife and daughter's visa.

As an Indian chances to get SP approved along with family is not very good. Better to apply alone and then for whole family. In the time of COVID, as such SOWP rejections are very high.
