Strange Reply from Visa Office: Apply to Extend Deadline of Biometric Collect

Hi,

Recently, after receiving the letter require to collect biometric, my friend applied to extend the deadline through https://www.cic.gc.ca/english/contacts/web-form.asp
After opening the web page, she clicked "Tell us more" on left hand side, then choose Yes > Yes > Choose the visa office, then filled the form with reason why I apply to extend.
Today, she got email from the office, but the content is very strange and not related to her deadline extension request.

In the email, it's said:

Please be advised that due to the Canadian Privacy Act, we are unable to disclose information to unauthorized 3rd parties.
If an applicant wishes to have a representative, who is not the applicant, access information on an application, pick up documents or results from our office, please follow the instructions of use an authorized immigration representative on IRCC's website.
IRCC will not release any information to persons who do not have the correct authorization.

She asked me but I don't understand either why she got this reply as she applied everything herself.
