Still no biometric request 1+ month after paying

I'm currently sponsoring my wife who lives overseas, and we got a message from the IRCC over a month ago saying that she needed biometrics and had to pay a fee. We paid the fee that same day and sent the receipt via webform. However, we haven't heard back or gotten the biometrics instruction letter ever since. In fact, my wife is already done with her medical—the only thing holding us back now is the biometric.

Does it really sometimes take the IRCC over a month to send the BIL after payment of the biometric fee?
