Step son needs help leaving Russia

I'm in need of immediate help. My soon to be step-son needs help leaving Russia as he is soon turning the 18 years old. When boys turn 18 they automatically go into the Russian army. The boy is so much afraid to go. His mother and I are waiting papers to be married. I should be going there some time in November. Can anyone help me with his situation? I'm trying to bring them here, but her ties are very weak with Russia. She has a small job which her manager says she will not be allowed to come back once she leaves. She rents a flat and has no assets. She does have 2 sisters and her mother who live near by but it is all. I was planning to fly them here on a temporary visa and get it extended while we wait the process of their permanent residency. I hope someone can help me with this. I am a Canadian citizen 52 years old and my soon to be wife is 49. Her son needs to leave by the end of this year or he will not be allowed out of the country for the next 10 years. Please help! There are really two options for bringing him to Canada:

1) Obtain an approved TRV (tourist visa) and have them come here as tourists.
2) Obtain an approved study permit and have him come here as an international student. In order to apply for a study permit, he will first have to apply and be accepted by a school in Canada for a full time program. To be approved for ths study permit, he will have to prove that he has sufficient funds to pay for his education in Canada (first year tuition + $10K in living expenses + travel expenses). If he would be attending college or university in January - then that's where he needs to apply (be aware that he will pay foreign tution fees which are higher than domestic fees). If he would be attending high school - then you will need to speak with your local high school to see if they have room to accept him as a student. Assume one year of tuition for a public high school will be around $14K.
