Step brother

I live in Canada and my dad has three boys that he and my step brother live in England. My problem is reasoning they were taken into foster care now I am not too sure whether I can sponsor them to Canada. Or should I go down to road of adoption.

Repost under Family Sponsorship. Include more information - your status in Canada, do you have family in Canada (spouse, children), ages of your step brothers. Assuming their parents are alive, you can’t adopt them and sponsor them.
