My current open work permit in Canada will expire mid-March. I am planning to travel out to BC and do a 3 week trip before coming back to Toronto and eventually leaving the country at the end of April. Do I need a type of Visa to do this or can I stay in the country between mid-March to end of April without applying for anything??

Apply for a visitor record right before WP expires to remain in status. Once you leave send IRCC a webform indicating you have left Canada. Remaining in status is a good idea for future travels especially to countries that share info with Canada although a slight overstay may not have a huge impact. Better safe than sorry.
