For this question:

Has xxxx been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

case:

My previous permanent residency application was rejected as incomplete due to incorrect PCC from India.
Should I put "yes" for this question and provide previous rejected application file number and UCI number with explanation in LOE , stating why it was rejected?

Yes, it is the safest option (although your application was not technically rejected). CIC already knows about it so you might better add it. It will not affect your current application at all.

Great! i thought the same. I will just choose "yes" and provide details in LOE.
