Under Statutory Questions for Permanent Residence, it asked if you have ever been denied permit. However it does not specifically ask for "Work Permit", does anyone has experience of similar situation where s/he was denied work permit in a foreign country.

Will there be any negative consequences & PR application rejection if answering this question as "Yes" ?

Answer YES, and in LOE mention the reason.

there are no rejections for truth.
 
well if you do not declare the rejection and somehow CIC finds out, you will be accused of misrepresentation and banned from Canada for 5 years.
You really have little to doubt about.
 
I believe CIC will find out once they will get the Police Report that the permit was denied. However the reason for denying the permit was not communicated.

Similar to this, I believe there are many ppl in this forum whose H1B was unsuccessful. Do they answer the question as "YES" and provide Letter of Explanation ?

There is no issue at all here -- tell the truth and have your application processed normally, or lie and be banned for five years.

I was refused entry to Belgium once. Does CIC care? Why would they? My wife was refused a visa to the US once. Does CIC care? Why would they? Admission criteria are education, work experience, English ability, etc. The only issue here is whether you tell the truth -- I assure you, CIC cares about that.
