Status "in process" after rejection!!!!!!!!!!!! Strange

Seems Abidjan is very slow and workers not even competent. They received my full application package on the 9th of September 2009. I got an email from them in Dec 2009 and it stated that my file had been closed because they received it after the 120 days deadline and that they will return my money after 12 weeks. The e mail was dated 9th Feb 2010 (funny right?). Immediatelly I read the e mail, I checked e cas and my status was "decision made". On the 8th of Feb 2010, I received another e mail from them. This time, they mentioned that they had created a new file and with a new file number. They said that the processing time is 18 months. I checked e cas with the new file number and my status was in process. Right now, my status is in process " we started processing your file on the 8th of Feb 2010. It really sounds funny. I don't know how CIC work. When I applied, I was in Europe but right now I am on FI visa, studying in Canada. I wanted to re-apply as I was advised as per the first e mail but when I received the 2nd e mail, I became confused. I don't know what they might tell me in future since "they close and open files". Maybe they would close it again? Advise from seniors. Anybody with same experience?

Mine was "withdrawn" without any communication from me then they changed my file number and now it "in process"... i know really confusing right?

It is quite obvious that the officers are overwhelm with lots of workload-that is the only tangible excuse or it could also be that -the officers don't share information with one another.I do not see reasons for the inconsistency,they forget that the moment we send in our applications,we become optimistic any unfriendly emails,letters get us worked up.Man pls send a specific case enquiry fast and wishing you all the best in your studies.Am from Nigeria ,trust me i know what you are talking about.

Agree,

With the number of application increasing, the work load is increasing for the administration so some times these emails and online status can be false. It is always better to clarify with CHC by sending a case specific inquiry so that you are updated with the latest information.

I was about to send an inquiry to CPC Abidjan as you all advised but just received an e- mail from them
the e mail reads;

This refers to your application for permanent residence in Canada.
In the course of reviewing your file, it appears that your application may have to be refused as you
have not provided the following documentation:
- ARE YOU PERMANENT OR TEMPORARY RESIDENT IN CANADA
- IF YES, GIVE A PROOF OF YOUR STATUTE
- YOUR NEW ADRESS
You have the opportunity to comply with the request. You must do so in writing to this office within 90
days from the date of this letter. If you do not respond, a decision regarding your application will be
taken on the basis of the information on your file. This may result in your application being
refused and no further consideration given to the request for permanent residence unless a
new application, including fees, is submitted.

I sent an email to them indicating that I now recide in Canada.


I want to know if this letter means that they have reviewed and verified all my documents.

If so, does it mean that if I send to them my study permit and a letter from my school to proof that I have been studying full time will lead to a positive decision ?
Or would they continue to review other documents?

I think an email will not be enough. You need to go ahead and send a copy of the study permit, visa, and add a cover letter to update your address and explain your current status. Remember you are supposed to update the visa office with any changes in your situation (e.g. address, family members...) that happen when your application is 'in process'.

Once you do that, they will continue to review your application.
