Starting a Branch Office in Canada

A friend of mine who has a business in India wants to start a branch office in Canada.

What sort of visa is required for this ? Would it be an investor visa ? And would be able to bring his family here ?

Since your friend intend to bring his family here, why not move the business HQ to Canada instead of start a branch?
