Starting 2011, temporary workers allowed to stay up to 4 years only?

I'm a temporary worker under a work permit in Canada. I just want to ask if it's true that starting 2011, a temporary worker is given 4 years to stay and if within that 4 years that you're not yet a permanent resident, you will be asked to go home? I need confirmation. Thank you so much.

Its true according to the changes implemented last year.

An extract from the above link "The cumulative duration regulation establishes a maximum allowable duration of four years that a temporary foreign worker can work in Canada, followed by a period of four years in which the worker would not be eligible to work in Canada. It takes effect April 1, 2011 for all TFWs; therefore, the earliest date that a TFW could reach the four-year cumulative duration is April 1, 2015."

If I have started working January 2012, the date that I should leave Canada is April 2015 or January 2012 plus 4 years?

Plus four years (or more, the way I understood the Bulletin because you're asked to document periods of unemployment)

Note the 4 years doesn't apply to NOC A or O or the following:

Exceptions

The four-year cumulative duration will not apply to TFWs entering under one of the following occupations:

TFWs seeking to work in managerial (NOC 0) or professional occupational (NOC A);
TFWs who have applied for permanent residence and have received:
a Certificat de sélection du Québec (CSQ) if applying as a Quebec Skilled Worker;
a Provincial Nominee Program (PNP) certificate if applying as a provincial nominee;
an approval in principle letter if applying under the Live-in Caregiver Class;
a positive selection decision if applying under the Federal Skilled Worker Class;
a positive selection decision if applying under the Canadian Experience Class;
TFWs who are employed in Canada under an international agreement, such as NAFTA, the Seasonal Agricultural Worker Program, or another agreement;
TFWs who are exempt from the Labour Market Opinion process, including
Spouses and common-law partners of highly skilled TFWS;
Charitable or religious workers;
Entrepreneurs, intra-company transferees, researchers and academics;
Others for purposes of self-support (refugee claimants) or humanitarian reasons (destitute students, holders of Temporary Resident Permits valid for at least six months).

I have a friend in Alberta and is now waiting for his new work permit as chef (I believe is under NOC B) this Nov.

I have read from the latest news release of CIC that those working as skilled will now have a faster way of getting PR status. The CIC usually requires them to have at least 24months of skilled experience in Canada, but now, the CIC only requires 12months.

My question is this (I know not anymore related to the topic, but will appreciate your help).
1) if he will acquire 12months, go home to get marry, then go back to Canada, his spouse can apply for open work permit, right?
2) now, if his spouse is already in Canada as open permit, can the principal applicant apply for PR under CEC stream with his spouse already in Canada?

What if I've been a TFW since 2008 of Canada?.. I went back in 2010 after my 2-year contract in my home country and now back in canada since July 2012.. Is my stay valid until July 2012 plus 4 years? I have plans of applying for PR under CEC stream after my new permit come out this Nov..

Yes, the maximum would be July/16
