You did not mention any Canadian education or work experience, so I will assume that all the education/experience for both you and your wife were outside of Canada.

Your wife of course must have her degree assessed.

As for you - do you mean post-secondary (after high school) or post-graduate (after bachelor's degree?). You will get 0 points if you do not have them assessed. You will get 2 points for having your secondary (high school) diploma assessed, and another 2 pts for having the 1 year diploma assessed. Depending on what kind of diploma it is, it might be difficult to get it assessed, so be sure to get the secondary assessed too.

2. I have been working for 4 years now in two different companies, 2 years as an Electrician and 2 years as a QC Technician till wroking in a foreign country. I'm I also need to choose an NOC when am the secondary applicant and which NOC will i choose??

There are no points for a spouse's foreign (non-Canadian) work experience. You don't need to include it on your profile (if you include it, you will be required to provide letters from employers etc., which is kinda silly since you won't benefit in any way). On the profile, you don't need to list any education or work experience which does not give you points. (Later on, if you get an invitation to apply, you will have to list EVERYTHING on your background forms).

You can read about how CRS points are assigned here:
http://www.cic.gc.ca/english/express-entry/grid-crs.asp

3. will i be showing police clearance certificate from all the two countries i have been in?

You will need a PCC for every country (excluding Canada) where you have ever spend a combined total of 6 months, since your 18th birthday.

You don't NEED to do one thing or another. You should decide what to do based on how much points your wife is likely to get as the PA. If she can get 430-450 points without you doing a WES assessment then you can probably skip it.

No. But if you include your work history in the WORK HISTORY section of the profile, you must provide employment reference letters.

You need police certificates for any country you've been in for a cumulative 6 months or more. No exceptions
