Stage two delays

:'(My friend applied for the Work Holiday Visa (IEC Canada) from France. The application process is taking longer than usual this year because of the amount of applicants. this is his process:

Date of dispatch of your application: November 9, 2012
Shipping Method: Normal mail
Accused Received: December 11, 2012
Conditional Acceptance of UMJ: January 3, 2013
Date of transfer: January 4, 2013
Final reply to UMJ (+ date): January 4, 2013
Final reply IVR (+ date): STILL WAITING AND IT'S 5 WEEKS

He has sent a request for time exceeded a few times and has received nothing


He has another country of birth and a year ago became an official citizen of France. But other people who received their AD on the same day as his have already received their LOI. Even up until AD of January17th.
He has no criminal record at all but I don't know why his application is being held up for so long.

My question is please if you know anything about the CIC process and stages (not just the basic info that I can read on their website) please let me know. Processing times for security problems and the such, I would greatly appreciate it.

I cannot find details about the department that processes the 'Application for Work Permit made Outside of Canada' (1295E). I'm asking the same question as you on this one. When I call CIC on the 1 888 242 2100 number, they said they are not responsible for it. If we can somehow find out the department that process the 1295E, then we can email them or lucky enough, call them. At the moment, I'm thinking it's either CIC, Vegregville, Alberta or 'Foreign Affairs and International Trade Canada' department.

I found this on the IEC website:

There are two stages of assessment of your application: the IEC assessment for program eligibility; and the immigration assessment, using MyCIC. For routine cases with no issues (ie. no medical, criminality/traffic offence, immigration, security or any other issues), it normally takes an accumulated period of eight weeks for the entire application process from the date a complete and correct application is received, by the IEC on the first stage and by CIC on the second stage, until you receive your Letter of Introduction.

Does that mean stage 1 + stage 2 = 8 weeks? How do you interpret it? Another person told me that stage 2 is 8 weeks.

No, I've never heard of that forum you mentioned. I checked it and it seems really useful but it's in French.

What do u mean by my timeline?

Accumulated means Stage1 + Stage2 = 8 Weeks.

It's stage 1=4 weeks and stage 2=4 weeks for a total of 8 weeks which is what pretty much how long it took for everyone else on the pvt forum. But my friend is past that by over a week so I'm thinking that his application is going through some rigorous background/security check and I really want to know why and how long this check takes.

That forum is great, by the way. If you open it with Google Chrome, you should be able to translate it to English. By timeline I mean this:

In regards to the timeline- Did you retrieve that information from somewhere or was it some information acquired from your memory that you simply entered?

The 'Shipping Method' part looks like that's an application from a country where they actually
have to mail in the application, instead of submitting it online like we do.
I got my conditional acceptance letter after only a few days, instead of weeks.

This is my friend's actual timeline from France. They have to mail in their applications. Moreover, there were major delays in processing times due to the large and sudden amount of applicants. They closed it in just two and half days. So how long have you been waiting in the stage 2 process?

For me, just 5 days. I'm not that optimistic to expect it within the next week or so.

Yeh, you're right, there has been a sudden exponential increase in applicants. I just heard on the radio yesterday that Ireland closed theirs in 2 days as opposed to 5 months, last year. They theorized many people are flocking to Canada this year due to the 14% unemployment rate over there.

If we are stressed about our visa applications, imagine our job applications!
