Stage 3 Toronto and Peel

With Toronto and Peel going to stage 3 recovery on friday , allowing larger gatherings of people, can we expect actual
oath ceremonies to resume , even if at a smaller scale?

Probably not, the IIRC have said they don't want to go back to the office apparently. If stages played a part then Atlantic Canada should have had ceremonies now since some provinces have gone weeks or months with only a handful of cases.
