I got an offer letter from prince Edwards island.
I have a travel history, cos am in Dubai currently. And i have accepted the admission too.
But i want someone who can direct me or help me apply for my study permit, though i deferred till January 2021

If you're not an Emirati citizen then that might raise a red flag; they prefer people to apply from their home country.
