spp need help??

i was searching online for new spp 2013 rules and first Google result is this page:

in there a new rule for spp india is stated as:" Passed out from 12th Grade in the last TWO years or completed their Bachelor's Degree in the last FIVE years"

is this true?i do not satisfy this criteria. please help??????

i have seen the checklist but there is no mention about the statement "Passed out from 12th Grade in the last TWO years or completed their Bachelor's Degree in the last FIVE years".???
so is it true ?
